Since the pass is linked to your license plate, what happens if the user sells the vehicle or is issued a new plate number by the DMV when they renew their registration?

The user can update the license plate on their account (online or by calling 509-295-6490).

Are Handicap plated/placarded vehicles parked in handicap spots exempt from paying parking fees?

Yes, vehicles with ADA plates or placards in ADA stalls are exempt from parking fees.

If I have an annual pass and need to park for longer than two hours, would I be able to use the parking app on my phone to pay for the additional time?

Yes. You can pay for additional time with your parking app.
