The Coeur d'Alene Police Department Investigations Division receives invaluable assistance from retired law enforcement officers known locally as the OWLS which stands for Officers Without Legal Standing. Many of the OWLS are retired law enforcement officers from California who have settled in and around the Coeur d’Alene area. These officers have varying backgrounds--many were commanders in their home agencies--but they are humble in their approach of offering their skills as unpaid volunteers.
