NOTICE OF PUBLIC COMMENT PERIOD ON THE CITY'S CDBG PLAN YEAR 2012 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)
The City of Coeur d'Alene has drafted its Consolidated Annual Performance and Evaluation Report (CAPER) in review of its Plan Year 2012 use of Community Development Block Grant (CDBG) funds. The draft Annual CAPER is available for review and comment for a comment period of 15 days, May 7 - May 22, 2013. Additionally, a public hearing has been scheduled at 6:00 p.m., May 21, 2012, Library Community Room, 701 Front Avenue, Coeur d'Alene, ID, 83814. Verbal and written comments regarding the draft CAPER for Plan Year 2012 will also be accepted during the hearing. Background
The City of Coeur d'Alene began receiving a direct allocation of United States Department of Housing and Urban Development (HUD) Community Development Block Grant funding in 2008. These funds must be utilized in meeting the National Objectives, which include the following:
- Aid in the prevention or elimination of slum and blight; or
- Benefit to low and moderate-income persons;
- Aid in the prevention or elimination of slum and blight; or
- Meet a certain community development need having a particular urgency.
The City of Coeur d'Alene Community Development Block Grant (CDBG) Entitlement Program receives approximately $300,000.00 each year. Please refer to the current year Action Plan for specific funding information. The City determines projects for funding under the grant through a combination of formal and informal processes:
- For each year's funding allocation City Staff identifies projects that would meet goals established in the City's Five-year Consolidated Plan. Those projects are proposed in the City's Annual Action Plan, and are presented to the public for review and comment as part of the required citizen participation process.
- The City makes available a predetermined amount of funding to be awarded through a competitive grant process. Applications are solicited from the community and reviewed by an ad hoc Committee who makes recommendations to the City Council for final approval.
- The City accepts, reviews, and considers requests for funding from community members, organizations, developers, businesses, et al regarding the priorities set forth in the Consolidated Plan. The City has an open door policy regarding discussion of large projects and determination of the priority of funding.
The City of Coeur d'Alene has a consolidated plan that will be updated every 3-5 years, which outlines the needs for our community and establishes goals and benchmarks for the program. Additionally, an annual action plan will be prepared, demonstrating what projects/programs will be funded each year. The City has prepared a citizen participation plan, which outlines public comment periods and methods of amending the Consolidated Plan, and Annual Action Plan.

PAC staff is available to answer questions or provide one-on-one technical assistance to discuss particular funding proposals and/or how to complete an application.
