The City of Coeur d’Alene has worked with local massage therapy businesses to update City Code in order to ensure compliance with local and state laws for the health and safety of our community.

 The City of Coeur d’Alene recognizes the health and wellness benefits of massage and reflexology for individuals rehabilitating from injuries and/or chronic illnesses. Although most local massage businesses work hard to ensure health and safety standards are met, the City has recently revoked business licenses for several massage facilities after criminal investigations involving alleged human trafficking and prostitution. This is not only a local problem but is one which is increasingly seen in many other communities around the country. Because of the serious harm caused by facilities engaging in illicit activities, last night the City Council voted to approve amendments to strengthen Coeur d’Alene’s City Code involving massage and reflexology businesses.


Some of the requirements of the revised City Code for massage and reflexology businesses include strengthened measures to identify all individuals who own or profit from each business. The amendments provide provisions for more detailed and thorough background investigations of the owners/operators to ensure they haven’t been under investigation for past criminal activity related to prior business practices. The new Code sets requirements for each business to make available at least one representative with the ability to converse in English and requires accurate building floor plans with descriptions of designated space and what the space will be used for. It also clarifies prohibited conduct. “These amendments reflect our commitment to public safety and community well-being,” said Mayor McEvers. “They give us stronger tools to shut down illicit operations that often hide behind the appearance of legitimacy, while continuing to support licensed, law-abiding massage businesses that provide valuable services to our residents. This is about protecting people and upholding the integrity of our local economy.” The Code amendments will go into effect upon publication, Thursday July 17, 2025.
